Sadly it's almost always done due to to costs. Either costs have increased in NA to produce it or they are needing to lower the price as people aren't buying enough at the current price.

Hi Lynna, Thanks so much for your comment. Out of curiosity, are you looking at car seats sold on their own or at travel systems? I know that the strollers for travel systems are generally made overseas even if the car seats are made domestically.
